Scope/Solutions

Constructed after World War II, the Civic Center Plaza comprises three important city structures: the Richmond Memorial Auditorium and Convention Center, Richmond City Hall, and Richmond City offices at 440 Civic Center Plaza (formerly the Hall of Justice). The three brick-clad buildings were designed by well-known San Francisco architect Milton T. Pflueger and had a recent history of water infiltration. SGH investigated the cause of leakage and developed a comprehensive building enclosure rehabilitation program.

Our investigation consisted of visual surveys and water testing to identify leakage paths and test repair mockups.

As part of a larger modernization project, SGH developed repair solutions to mitigate the moisture-related issues. Highlights of the building enclosure repair work include:

  • Reroofing the three buildings, including roofs photovoltaic arrays
  • Repairing of corroded brick shelf angles
  • Installing new flashings at shelf angles and window lintels
  • Creating new expansion joints in the brick facades
  • Replacing the existing below grade waterproofing systems at the City Hall and the former Hall of Justice buildings
  • Developing an extensive window testing and repair plan
