Continuing Problems with Air Barrier Systems

Although air barriers are not a new concept, design and construction issues related to these systems abound. What are the reasons for these problems? Are architects and engineers sufficiently educated about this component for building envelope systems? Do contractors understand the design intent, and are the sufficiently trained to provide an appropriate installation? or is there still confusion between the differing functions and requirements for air barriers and vapor retarders?
